האירוע המיוחד שקיימה תנועת הריבונות עם צאת ספרו של טוביה טננבאום 'סליחה, זה שלך?' ובו עולה הקריאה לעם בישראל להחיל את ריבונות ישראל על שטחי ארץ ישראל כולה, נפתח בראיון של טננבאום עצמו בהנחייתה של העיתונאית יפעת ארליך.
ארליך פתחה בהפניית השאלה לטננבאום עצמו, מדוע לא הוחלה הריבונות, "אנחנו כל כך דפוקים?", שאלה והוא ענה בפסקנות "כן" ותיאר כמה מהמפגשים שקיים לאורך חודשי כתיבת הספר, חודשים בהם התגורר בהתיישבות ושאל בכירים, גם בכנסת ובממשלה, מדוע לא הוחלה הריבונות ולא קיבל מענה מספק.
טננבאום מתקשה להבין מדוע בכל סופה של מלחמה הצד המנצח מחיל את ריבונותו על האדמות שכבש, חוץ מאשר במקרה הישראלי במלחמת ששת הימים. "ממי אנחנו מפחדים?", הוא שואל ומזכיר כי בניגוד לכל אותן מדינות שניצחו במלחמות, לישראל יש גם קשר היסטורי עמוק לשטח.
אם ישראל אינה מבינה שהשטח שייך לה, עליה לעזוב אותו, אומר טננבאום בהשלכה לשם ספרו 'סליחה, זה שלך?', שאלה שעלתה בשיחותיו עם בכירי ההתיישבות ומחנה הימין. לטעמו, על הציבור תומכי הימין להפגין מול בתיהם ובתי הכנסת של חברי הכנסת והשרים המייצגים אותם, ולהערכתו בתוך זמן קצר לא יהיה להם מנוס אלא להפוך את השטח לחלק בלתי נפרד ממדינת ישראל הריבונית.
הפרק השני של הערב כלל דיון שגלש גם לאפיקים סוערים, בהנחייתו של גבריאל אסולין, דיון שנפתח בשאלת משמעותה של הריבונות. אשת ערוץ 7 באנגלית, רחל סילבצקי, קבעה במענה כי לא טנקים ואוגדות הם שיקבעו ריבונות כל עוד המינוחים התודעתיים שמתייחסים ליהודה ושומרון הם מונחים ארעיים. כך גם המציאות בה קיים "אפרטהייד בין אזרחי ישראל" שמותיר את תושבי יהודה ושומרון ללא חוק ריבוני, ולמעשה חייהם האזרחיים תלויים בהחלטתו של קצין צבאי. ההשלכה המיידית של הדברים היא מסר לעולם שישראל ארעית בשטחה.
עו"ד מוריס הירש, מומחה לדין הבינלאומי וחוקר המעמד החוקי של יהודה ושומרון, סבור כי ההתיישבות היא שמחוללת בפועל ריבונות, וכאשר חיים ביהודה ושומרון מעל 550 אלף יהודים, המשמעות היא ריבונות בפועל. בעיניו ריבונות היא לא הכרזה משפטית כזו או אחרת אלא המעשים והעובדות שבשטח. בדבריו הזכיר בתמצית את התחנות המרכזיות של ההיסטוריה המשפטית-חוקתית של ארץ ישראל מאז ועידת סן רמו, ומסקנתו היא שמה שחולל מפנה היה הנוכחות היהודית. היעדרה של התיישבות מאסיבית ברצועת עזה היא זו שלהבנתו איפשרה את הגירוש מרצועת עזה, מה שאין כן ביהודה ושומרון.
עם זאת, הדגיש כמי שחקר, פרסם מאמרים וכתב ספר על מעמדם החוקי של יהודה ושומרון, כי על פי החוק הבינלאומי אין כל גורם שאינו מדינת ישראל שיוכל לטעון לבעלות על שטחים אלה.
מנכ"ל מועצת יש"ע, עומר רחמים, תיאר את המהפכה המעשית שמחוללת ביהודה ושומרון בשלוש השנים וחצי האחרונות, כעשייה שהיא המביאה בפועל לריבונות ההולכת ומתממשת. לדבריו של עומר רחמים התפרץ טוביה טננבאום כשטען כי מדובר בטיהור השרץ של אי החלת הריבונות, ולהבנתו ישנם בעלי תפקידים שאם תוחל ריבונות יאבדו את משרותיהם, וזהו חששם הגדול.
רחמים מבהיר את עמדתו לפיה ממשלת נתניהו כשלה באי החלת הריבונות, ועם זאת יש להודות בהתקדמות המשמעותית שנעשתה בשנות כהונתה לקראת הריבונות, שלב אחר שלב. לטעמו, הריבונות צריכה להיות הנושא של מערכת הבחירות הקרובות.
עו"ד מיכאל שפרבר מביע הסכמה עם טענותיו של טננבאום ומזהיר מממשלה חלופית שיכולה לקום לאחר הבחירות ולפרק את ההתיישבות ולבטל את כל השינויים המעשיים שחולל השר בצלאל סמוטריץ'. בעיניו הסיבה לכך היא מכירת ישראל לאמריקאים בידי ראש הממשלה, כהגדרתו. הכפיפות לאמריקאים עלולה להחזיר אותנו ל"גבולות אושוויץ", מתריע שפרבר המוסיף גם דברי שבח למהפכה המעשית שהתחוללה בשטח בשנים האחרונות.
דובי שפלר, ראש מועצת אפרת, מרחיב אודות המהלכים המשמעותיים שהתחוללו ביהודה ושומרון, גם בהיבט מכירת האדמות, ובעיניו חלקם הם מהלכים בלתי הפיכים גם אם בראש הממשלה הבאה יעמוד יאיר גולן. "בצלאל סמוטריץ' מאלץ את הממשלה הזו לעשות את המהלכים הדרושים", הוא קובע. לטעמו מה שנדרש כעת להשלמת התמונה הוא מימוש זכות השיבה הערבית לארצות מוצאותיהם, מה שיהפוך את היהודים לרוב ביהודה ושומרון.
טננבאום שב ותקף את הדוברים וקבע כי הם "מוכרים לוקשים", כלשונו. הערבים, הוא קובע, לא יעזבו מעצמם והדמיונות על כך הם "סיפורי סבתא" ו"חלומות באספמיא". דבריו עוררו בדיון סערה גדולה כאשר האשים את מנהיגות המתיישבים באינטריגות ואינטרסים זרים שמניעים אותם לצד הונאת הציבור.
בחלקו השני של הדיון עלתה שאלת תרומתו האפשרית של הציבור לקידום הריבונות. סילבצקי ציינה גם בהקשר זה את המהלכים הדרמטיים שהוביל השר סמוטריץ' גם בתחום הקידום המהיר של מהלכים משפטיים הנוגעים לחיזוק האחיזה היהודית והעובדות היהודיות בשטח.
לדבריה, עלינו לחולל שינוי תודעתי פנימי ביחס היהודים ליהודה ושומרון, ולחזק את תודעת הקשר ההיסטורי והחוקי של עם ישראל ליהודה ושומרון.
עו"ד הירש מוסיף כי על העם לדרוש את ביטול הסכמי אוסלו והעברתה של הרש"פ מהעולם. "או שנתכונן לריבונות או שנתכונן לשבעה באוקטובר", אומר הירש ומזכיר את הנתונים שהתפרסמו באחרונה אודות אימוני צבא הרש"פ הכוחל ירי ארטילריה, מה שבוודאי לא נצרך לכוח משטרתי. כך גם את העובדה שבמקום 11,000 שוטרים כולל הצבא הזה 60,000 לוחמים.
הירש סבור שעלינו להכיר את החלופות הריבוניות לקיבעון המחשבתי לפיו קיימים רק שני נתיבים, מדינה פלשתינית או מדינה דו לאומית. קיימות חלופות עם תקדימים בינלאומיים, ועל הציבור להכיר אותם.
עומר רחמים מתריע מהקמתה של ממשלת אחדות שתסכל כל התקדמות של ההתיישבות והריבונות. דרושה כעת, הוא אומר, התגייסות של הרחוב במחנה הימין להצבעה שתביא לניצחון מכריע שמשמעותו ממשלת ימין שרואה את השייכות ליהודה ושומרון כפי שהממשלה הנוכחית רואה אותה. הירש מזכיר בהקשר זה את הקפאת כל ההשקעות ביהודה ושומרון בממשלת בנט-לפיד הקודמת, ומזהיר מתרחיש שכזה.
עו"ד מיכאל שפרבר מציע שלא לתלות תקוות בביטול הסכמי אוסלו ובעידוד הגירה ערבית שלא תבוא, בין השאר כי במדינות ערב לא מעוניינים בהם. לדבריו, עלינו להפנים את הסכנה המיידית והממשית שעולה מערביי יהודה ושומרון כלפי כלל ערי ויישובי ישראל, בוודאי אחרי ניסיון השבעה באוקטובר. זאת על פי כל דו"חות המודיעין המתריעים ומזהירים מתרחישים שכאלה. "אנחנו רוצים להזיז אותם מזרחה. ירדן היא פלשתין, ואם נאמר את זה בקול זה הדבר היחיד שיבטיח את הקיום שלנו", הוא אומר וקובע כי הממשלה הנוכחית אינה ממשלת ימין כל עוד אינה מבטלת את הסכמי אוסלו ואינה מחוללת שינוי מהותי של הפרדיגמה להבנה עמוקה שאחרי השבעה באוקטובר לא ניתן עוד לחיות לצידם של ערביי יש"ע.
דובי שפלר קורא לכל אדם לחשוב איך הוא פועל למען מאמץ הריבונות, גם בהבאת מבקרים ומסיירים בשטח, מה שמנרמל את המציאות בפועל. עוד הוא מזכיר את ניסיונן של יהודית קצובר ונדיה מטר, ראשי תנועת הריבונות, להוביל מהפכה של ממש במדיניות הישראלית כולה מתוך קריאתן לריבונות.
יהודית קצובר ונדיה מטר, יושבות ראש תנועת הריבונות מסכמות את הערב באופטימיות: "אכן טוביה טננבום צודק. עדין אין ריבונות ביהודה ושומרון אבל אנחנו אומרות בקול ברור: ריבונות תהיה, כי זה שלנו!".

An especially stormy and passionate discussion accompanied the special event held by the Sovereignty Movement marking the publication of "Excuse me, Is This Yours?" by Tuvia Tenenbom, which uncompromisingly calls for the application of Israeli sovereignty over the entire Land of Israel.

The special event held by the Sovereignty Movement marking the publication of Excuse Me, Is This Yours? by Tuvia Tenenbom — a book calling on the people of Israel to apply Israeli sovereignty over the entirety of the Land of Israel — opened with an interview with Tenenbom himself, conducted by journalist Yifat Erlich.
Yifat Erlich began by asking Tenenbom why sovereignty had still not been applied. “Are we really that messed up?” she asked. “Yes,” he answered bluntly, going on to describe some of the conversations he held during the months he spent writing the book, while living in Jewish communities in Judea and Samaria. He said that he repeatedly asked senior figures — including members of the Knesset and government ministers — why sovereignty had not been applied, but never received a satisfactory answer.
Tenenbom said he struggles to understand why, after virtually every war in history, the victorious side applies sovereignty over the territories it captured — except in Israel’s case following the Six-Day War. “Who are we afraid of?” he asked, noting that unlike many other nations that conquered land in war, Israel also has a deep historical connection to these territories.
“If Israel does not understand that this land belongs to it, then it should leave it,” Tenenbom said, echoing the title of his book, Excuse Me, Is This Yours? — a question he says repeatedly arose in his conversations with leaders of the settlement movement and the national camp. In his view, right-wing supporters should hold vigils outside the homes and synagogues of the Knesset members and ministers who represent them, and he believes that within a short time they would have no choice but to turn these territories into an inseparable part of the sovereign State of Israel.
The second part of the evening featured a panel discussion that at times became especially heated. Moderated by Gabriel Asulin, the discussion opened with the question of what sovereignty actually means.
Rachel Silvetsky of Arutz 7 English argued that tanks and military divisions alone do not determine sovereignty as long as the terminology used regarding Judea and Samaria remains temporary in nature. She also pointed to what she described as “apartheid among Israeli citizens,” in which residents of Judea and Samaria live without sovereign Israeli civil law and their civilian lives ultimately depend on the decisions of military officials. In her view, this reality sends a message to the world that Israel’s presence in these territories is itself temporary.
Attorney Maurice Hirsch, an expert in international law and researcher of the legal status of Judea and Samaria, argued that it is the settlement enterprise itself that creates sovereignty in practice. When more than 550,000 Jews live in Judea and Samaria, he said, that constitutes de facto sovereignty. In his opinion, sovereignty is not primarily about legal declarations, but about actions and realities on the ground. He briefly reviewed key milestones in the legal and constitutional history of the Land of Israel since the San Remo Conference, concluding that the decisive factor throughout history has been Jewish presence. By contrast, he argued that the absence of large-scale Jewish settlement in the Gaza Strip enabled the disengagement and expulsion from Gaza — unlike the situation in Judea and Samaria.
At the same time, Hirsch emphasized that according to international law, no entity other than the State of Israel can legitimately claim ownership over these territories.
Omer Rahamim, CEO of the Yesha Council, described what he called the practical revolution taking place in Judea and Samaria over the past three and a half years — developments that, in his view, are gradually bringing sovereignty into reality step by step. At that point, Tuvia Tenenbom interrupted sharply, arguing that such gradualism merely “purifies the creeping problem” of failing to formally apply sovereignty. In his opinion, some officials fear sovereignty because they would lose their positions if it were implemented.
Rahamim clarified that, in his view, the Netanyahu government failed by not formally applying sovereignty. Nevertheless, he said the government deserves credit for the significant progress made toward sovereignty during its years in office, advancing one stage at a time. He concluded by arguing that sovereignty should become a central issue in Israel’s next election campaign.
Attorney Michael Shperber expressed agreement with many of Tuvia Tenenbom’s arguments and warned that an alternative government formed after future elections could dismantle Jewish communities in Judea and Samaria and reverse many of the practical changes advanced by Minister Bezalel Smotrich. In his view, this danger stems from what he described as Israel’s excessive dependence on the United States under the current prime minister. Such dependence, he warned, could return Israel to what he called the “Auschwitz borders.” At the same time, he praised the practical transformation that has taken place on the ground in recent years.
Dubi Sheffler, head of the Efrat Local Council, elaborated on the significant developments that have taken place in Judea and Samaria, including in the area of land purchases. In his opinion, some of these processes are already irreversible — even if a future government were led by Yair Golan. “Bezalel Smotrich is forcing this government to carry out the necessary steps,” he said. In his view, what is now needed to complete the picture is the realization of what he termed the Arab “right of return” to their countries of origin, which he believes would create a Jewish majority in Judea and Samaria.
Tenenbom again sharply criticized several of the speakers, accusing them of “selling illusions,” in his words. Arabs, he argued, would not leave voluntarily, and fantasies about such a scenario were merely “fairy tales” and unrealistic dreams. His remarks sparked intense reactions in the discussion after he accused settlement leaders of acting out of political maneuvering, personal interests, and misleading the public.
The second half of the panel focused on the question of how the broader public could contribute to advancing sovereignty. Rachel Silvetsky again pointed to the dramatic initiatives led by Minister Bezalel Smotrich, particularly in accelerating legal and administrative measures aimed at strengthening Jewish presence and facts on the ground in Judea and Samaria.
According to Silvetsky, Israelis must bring about an internal shift in consciousness regarding Judea and Samaria and strengthen awareness of the Jewish people’s historical and legal connection to these areas.
Attorney Maurice Hirsch added that the public should demand the cancellation of the Oslo Accords and the dismantling of the Palestinian Authority. “Either we prepare for sovereignty or we prepare for another October 7,” Hirsch said, referencing recently published reports concerning Palestinian Authority military-style training exercises, including artillery drills — capabilities he argued are unnecessary for a police force. He also cited reports claiming that instead of the officially expected 11,000 police officers, the force now numbers approximately 60,000 armed personnel.
Hirsch argued that Israelis must become familiar with sovereignty models beyond what he described as the false dichotomy between a Palestinian state and a binational state. He maintained that alternative frameworks exist and that international precedents for them can be found.
Omer Rahamim warned against the possible formation of a national unity government that, in his view, would halt all progress on settlement and sovereignty. What is needed now, he said, is broad mobilization within the national camp to secure a decisive electoral victory leading to a right-wing government that views Judea and Samaria as inherently belonging to Israel, as he believes the current government does. Hirsch added that during the previous Bennett–Lapid government, investments in Judea and Samaria were frozen, and warned against a return to such policies.
Attorney Michael Shperber suggested that hopes should not rest solely on canceling the Oslo Accords or encouraging Arab emigration, which he believes is unlikely because neighboring Arab countries are not interested in absorbing Palestinians. According to him, Israelis must internalize what he described as the immediate and tangible threat posed by Arabs in Judea and Samaria to Israeli cities and communities, especially after the events of October 7. He said intelligence assessments have repeatedly warned of such scenarios. “We want to move them eastward. Jordan is Palestine, and if we say this openly, it is the only thing that will guarantee our survival,” he said, arguing that the current government cannot truly be considered right-wing as long as it does not cancel the Oslo Accords and fundamentally change its strategic paradigm following October 7.
Dubi Sheffler concluded by calling on every individual to consider how they can personally contribute to advancing sovereignty — including by bringing visitors and tour groups to Judea and Samaria, thereby normalizing the reality on the ground. He also highlighted the efforts of Yehudit Katsover and Nadia Matar, leaders of the Sovereignty Movement, who he said are striving to bring about a genuine transformation in Israeli policy through their call for sovereignty.
Yehudit Katsover and Nadia Matar, co-chairs of the Sovereignty Movement, summed up the evening with optimism: “Indeed, Tuvia Tenenbom is right. There is still no sovereignty in Judea and Samaria, but we say in a clear voice: Sovereignty will come, because this land is ours!”
