הנה כמה משפטים מתוך דבריו החשובים על משמעות הריבונות. התיישבות זה לא מספיק. אנחנו מצווים להחיל ריבונות:
עדו טאובר: דרור נתחיל אתך. הסיפור של יהודה ושומרון לא מתחיל היום. לא אתמול. לא בשביעי לאוקטובר ולא ב1967. תן לנו קצת את המשמעות , החיבור, המסורת, ההיסטוריה שלנו עם יהודה ושומרון
דרור אידר: "לא במקרה הכנס נדחה לשבוע הזה. נקרא בפרשת השבוע בשבת מטות מסעי – בני ישראל עומדים להכנס לארץ – אומר להם משה דברי פרידה והוא חוזר על זה כל הזמן: "והורשתם את הארץ וישבתם בה". הרמב"ן אומר: מה זה והורשתם את הארץ וישבתם בה?
"לשבת" זה ליישב את הארץ. לבנות בה ישובים. לטעת בה עצים. זה לסלול כבישים. אבל את זה גם אפשר לעשות תחת ממשלת המנדט או תחת הממשל האוטומני המושחת. גם אז אנו יכולים ליישב את הארץ.
אבל "והורשתם את הארץ" אומר הרמב"ן ומסביר: "שלא נעזבנה ביד זולתנו מן האומות או לשממה". לרשת את הארץ יכול לעשות רק עם. אנחנו כדי לשרוד צריכים להקים ישות פוליטית ששמה מדינה. מדינה או ארץ, אי אפשר להוריש אותם בצורה של יחידים. מי שיוצא ממצרים זה עם. עוד לפני שיש לנו קונסטיטוציה, תורה. רק עם יכול לקבל תורה. אבל גם רק עם יכול לקבל ארץ.
והורשתם את הארץ פירושו של דבר להחיל את הריבונות עליה! זו המשמעות העמוקה. להקים מדינה. משה אומר לנו בצורה מפורשת כשאתם נכנסים לארץ ישראל אתם לא באים פה רק כדי לקיים מצוות התלויות בארץ. לא! אתם צריכים להקים מדינה! עם צבא. עם שלטון. עם כלכלה.
"הריבונות שלנו על ארץ ישראל היא הכרזה עמוקה שהארץ הזאת היא בידינו. הארץ הזאת חיכתה לנו. בשיממותה. ורק כשחזרנו לארץ היא התחילה לפרוח כמו אם ששמרה את חלבה לילדה החוקי. לכן זה הסיפור שלנו פה. החלת הריבונות היא לא לוקסוס! החלת הריבונות היא הצהרה לעולם שעם ישראל חזר הביתה והוא מתכוון להשאר פה לנצח!"

"And you shall inherit the land" = The application of sovereignty

For those who do not speak Hebrew -here are a few important quotes from his speech in which Eydar explains the deep meaning of applying sovereignty. Settlement is not enough. We are commanded to apply sovereignty.
Ido Tauber:
Dror, let's start with you. The story of Judea and Samaria didn't begin today. Not yesterday. Not on October 7th and not in 1967. Give us some context—our meaning, connection, tradition, and history with Judea and Samaria.
Dror Eydar:
"It's no coincidence that the conference was postponed to this week. This week's Torah portion is Matot-Masei—the Israelites are about to enter the Land. Moses gives them his farewell words, and he keeps repeating this verse: 'And you shall inherit the land and settle in it' (Numbers 33:53).
Nachmanides (Ramban) explains—what does 'inherit the land and settle in it' mean?
'To settle' means to inhabit the land. To build communities. To plant trees. To pave roads. But that can also be done under the British Mandate or even under the corrupt Ottoman regime. We could still settle and inhabit the land then.
But 'and you shall inherit the land', says Ramban, means: "Do not leave it in the hands of others among the nations, or let it remain desolate." Only a people can truly inherit a land. In order to survive, we must establish a political entity—a state. A state or a land cannot be inherited by individuals. Those who came out of Egypt were a nation. Even before we had a constitution—the Torah—we were a people. Only a people can receive the Torah. And likewise, only a people can receive a land.
'And you shall inherit the land' means: to apply sovereignty over it! That is the deeper meaning—to establish a state. Moses tells us explicitly: when you enter the Land of Israel, you are not coming merely to observe agricultural commandments. No! You must establish a state—with an army, with governance, with an economy.
Our applying sovereignty over the Land of Israel is a profound declaration that this land is in our hands. This land waited for us, in its desolation, and only when we returned did it begin to flourish—like a mother saving her milk for her rightful child.
That is our story here. Applying sovereignty is not a luxury! It is a declaration to the world that the People of Israel have returned home—and intend to remain here forever!"
