"בתכנית המתאר שעליה אנחנו עמלים כעת ישנה לראשונה חשיבה ארוכת טווח הצופה אל שנת המאה למדינת ישראל ואף רחוק מכך. הצפי לשנת המאה לישראל הוא עשרים מיליון אזרחים ויש להיערך לכך בעין מפוכחת ומבעוד מועד. 'תמ"א 100', הרואה את המרחב שבין הים לירדן כיחידה מדינית וטופוגרפית אחת, נותנת מענה לפיזור אוכלוסין מאוזן על פני הארץ כולה". קצובר ומטר מוסיפות ומציינות כי התכנית כוללת את הפיכתה של ירושלים למטרופולין-בירה שיהווה מרכז רוחני ופיזי של ישראל, כמו גם בניית ערים חדשות.
בגיליון החדש יוצגו גם נתוניו של סקר עדכני שבחן את עמדות הציבור הישראלי בסוגיית ריבונות ישראל על יהודה ושומרון ומגלה: רוב של 73 אחוזים מתנגד או מתנגד נחרצות לרעיון המדינה הפלשתינית וחלוקת הארץ.
הסקר שנערך על ידי מכון 'גיאוקרטוגרפיה' וכלל 500 נשאלים בחן גם את העדפותיהם של מתנגדי חלוקת הארץ לשתי המדינות. התוצאות חושפות נתון לפיו 85 אחוזים ממתנגדי המדינה הפלשתינית מעוניינים בפתרון של ריבונות מלאה או מדורגת על יהודה ושומרון.
עוד עולה מהסקר כי מבין מתנגדי רעיון 'שתי המדינות' קיים רוב של 45 אחוזים התומכים בהחלת ריבונות על מרחבי ההתיישבות היהודית. 21.3 אחוזים סבורים כי יש להחיל ריבונות על כלל יהודה ושומרון ולהעניק מעמד תושבות לערביי אזורים אלה. מנגד, רק כ-22 אחוזים תומכים בהקמת מדינה פלשתינית ביהודה ושומרון. 8.5 אחוזים בלבד הוגדרו כתומכים ברעיון זה מאוד.
בתנועת הריבונות, העומדת מאחורי הוצאתו לאור של כתב העת 'ריבונות', מתייחסים בסיפוק רב לתוצאות. "סקר זה מעיד כי קריאתנו לריבונות ישראל על יהודה ושומרון היא קולו של העם היהודי ברובו הגדול", אומרות ראשי התנועה, יהודית קצובר ונדיה מטר, ומוסיפות: "הסקר מותיר את תנועות השמאל, הקוראות לחלוקת הארץ והקמת מדינת טרור בליבה, כמיעוט קיצוני המנותק מהעם ומרוחו".
התנועה קוראת להנהגה בישראל, בימים אלה של מערכת בחירות, לראות בקולו של העם רוח גבית למהלך המדיני-היסטורי המתבקש למען יציבות אזורית, ביטחון ושגשוג ישראלי. "זכות וחובה היא להנהגה הישראלית בעת הזו לעבור לאקטיביות מדינית של החלת ריבונות ישראל ביהודה ושומרון, לחיזוק אחיזתנו במולדתנו ההיסטורית", אומרים שם ומזכירים את דבריו של גורם מדיני בכיר מאוד בפמליית ראש הממשלה בוושינגטון, ולפיהם הכרת הנשיא האמריקאי בריבונות ישראל על רמת הגולן מהווה הוכחה לכך שישראל יכולה להחזיק בשטח שהוגדר ככבוש, בעיקר מאחר ומדובר בשטח שהגיע לידיה במלחמת מגן שנכפתה עליה.

Survey: A Large Jewish Majority Demands Sovereignty in Judea and Samaria
A survey conducted by the Sovereignty Journal reveals the Jewish public's overwhelming opposition to the idea of two states and significant support for the application of Israeli sovereignty in Judea and Samaria. Also in the journal: There has been significant progress in the first and only Outline Plan (TAMA) to include Judea and Samaria as part of the State of Israel.
There has been significant progress in the TAMA 100 initiative, the first Strategic Outline Plan to relate to Judea and Samaria as an integral part of the State of Israel. In the new issue of the Sovereignty Journal, to be published in the coming days, there will be a report of the significant progress that has been made in the special initiative being conducted by the Sovereignty Movement during the past year.
Said Strategic Outline Plan is being formulated by a team of experts in the fields of infrastructure, security, urban planning, the economy and more, led by architect Yoram Ginsberg. The Sovereignty Movement, which is behind the initiative, views the detailed plan as the flagship project that will turn the vision of Israeli sovereignty in Judea and Samaria into practical action which the Israeli leadership will be able to promote already in the next term of Knesset.
The movement's leaders, Yehudit Katsover and Nadia Matar, note that for more than fifty years, no governmental plan has been formulated or presented that includes Judea and Samaria. "In the outline plan that we are working on now, there is, for the first time, a long-range view up to the State of Israel's hundredth year and even further. It is expected that in Israel's hundredth year there will be twenty million citizens and we must prepare for this soberly and in a timely fashion. The TAMA 100, which views the expanse between the sea and the Jordan River as one political and geographic unit, provides an answer for a balanced distribution of population in the entire Land". Katsover and Matar add that the plan includes the transforming of Jerusalem into a metropolis – a capital that will be the spiritual and physical center of Israel - as well as building new cities.
In the new issue, data from a recent survey is presented, examining the positions of the Jewish public on the matter of Israeli sovereignty in Judea and Samaria, revealing: a majority of 73 percent opposes or vehemently opposes the idea of a Palestinian state and division of the Land.
The survey, which was conducted by the Geocartography Institute, including 500 respondents, in the 3rd week of March 2019, also examined the preferences of those who oppose dividing the Land into two states. The results reveal the fact that 85 percent of those who oppose a Palestinian state would be interested in a solution of full phased sovereignty over Judea and Samaria.
The survey also reveals that among the opponents of the "two states" idea, there is a plurality of 45 percent that support the application of sovereignty in the areas of Jewish settlement. 21.3 percent believe that sovereignty should be applied over all of Judea and Samaria and that a status of residency should be granted to the Arab residents of these areas. In contrast, there are only about 22 percent who support the establishment of a Palestinian state in Judea and Samaria. Only 8.5 percent are defined as strongly supporting this idea.
The Sovereignty Movement, which is the body that publishes the Sovereignty Journal, is extremely satisfied with the results. "This survey testifies to the fact that our call for Israeli sovereignty in Judea and Samaria is the voice of the great majority of the Jewish People", say the two co-chairwomen, Yehudit Katsover and Nadia Matar, adding: "The survey leaves the leftist movements calling for division of the Land and establishing a terror state in its heart as a radical minority that is cut off from the People and from the views of the People".
The movement calls on the Israeli leadership, during these days before the election, to view the voice of the People as a tailwind for a historical political step toward regional stability, and Israel's security and prosperity. "It is a privilege and an obligation for the Israeli leadership at this time to progress to the political step of applying Israeli sovereignty in Judea and Samaria, to strengthen our hold on our historic homeland", they say, noting the words of a very senior official in the prime minister's entourage in Washington, who said that the recognition of the American president of Israel's sovereignty over the Golan Heights is proof that Israel can hold territory that was defined as occupied, mainly because it is territory that she gained in the context of a defensive war that was imposed upon her.

בתנועה מציינים עוד כי "בירי הטילים לעבר תל אביב נתנו מחבלי רצועת עזה תשובה ניצחת לטענות ארגוני שמאל קיצוני הקוראים לנסיגה ונטישה ישראלית לטובת הקמת מדינה ערבית נוספת, שראשיה לא חדלו מעולם מלהכריז על שאיפתם וחתירתם להחרבת מדינת ישראל".
ראשי התנועה, יהודית קצובר ונדיה מטר, קובעות כי "במערכת הבחירות הקרובות על הבוחר הישראלי להפנים את עצמת הסכנה העשויה להתרחש עם הקמתה של ממשלת שמאל תומכת רעיון הביעותים של שתי המדינות. בבחירות אלה, על המחנה הלאומי להציב את עמדתו, עמדת הריבונות, כדרכה המדינית היחידה והצודקת של ישראל".
לדבריהן, "ארגוני השמאל מנופפים בדאגתם לכאורה לדמותה היהודית של ישראל, בשם דאגה זו מבקשים לחלק את הארץ ל"התנתקות" נוספת ומסוכנת. זאת בעוד העם בישראל מבין כי עוד בטרם ההתמודדות עם השאלה הדמוגרפית יש לתת מענה לעצם קיומה של מדינת ישראל. מול מדינת טרור עוינת החולשת ומאיימת על מרכזי האוכלוסייה ועל השער האווירי היחיד שלה לא תוכל ישראל להתקיים. ריבונות ישראלית, היא ורק היא, תוכל לסכל את מזימות האויב הערבי בשליטה ביטחונית ומדינית מלאה על לב הארץ. את רעיונות השמאל יש לבלום בין השאר בהצבעה למפלגות המתחייבות לקידום חזון הריבונות".
The Sovereignty Movement: Missiles Fired on Central Israel – A Wake-up Call to the Residents of Israel

The Sovereignty Movement reacts to the launching of missiles yesterday (Thursday) from the Gaza Strip toward central Israel, stating that "the sirens that shook the residents of Tel Aviv and Gush Dan should serve as a wake-up call to bring us to our senses. Any political plan that will lead to an independent Arab entity in Judea and Samaria, whether it be a state or state-minus, will cause the sounds of sirens and missiles exploding to become a routine occurrence in the everyday lives of the residents of Gush Dan. From the hills of western Samaria, terrorists from Judea and Samaria, together with their supporters flowing in from the wilderness of ISIS and the axis of evil, would be able to launch missiles and rockets directly, from a range of a few kilometers toward the jets of Ben Gurion International Airport, to the buildings of Tel Aviv as well as toward Jerusalem, which would be surrounded on three sides by armed gangs with missiles, and even worse".
The movement further notes that "with the launching of missiles on Tel Aviv, the terrorists of the Gaza Strip have given their decisive answer to the radical Leftist organizations that call for Israeli withdrawal and abandonment of land in order to establish another Arab state, whose leaders have never ceased declaring their intentions and their abiding desire to destroy the State of Israel".
The co-chairwomen of the movement, Yehudit Katsover and Nadia Matar, state that "in the upcoming elections, the Israeli voter must internalize the tremendous threat that would exist if a left-wing government is established that supports the horror story of two states. In these elections, the national camp must present its position, a position of sovereignty, as Israel's only political and just path".
In their view, "the leftist organizations are supposedly concerned about Israel's Jewish character, saying that it is because of this concern that they want to divide the Land by carrying out another dangerous "disengagement". But the People in Israel understand that even before dealing with the demographic question, there must be an answer for Israel's very existence. Facing a hostile terror state that threatens the centers of population and its only entry point by air, Israel will not be able to exist. Israeli sovereignty and only Israeli sovereignty can thwart the Arab enemy's designs by having the State of Israel's complete security control over the heart of the Land. The Left's ideas must be stopped by, among other ways, voting for parties who commit themselves to promoting the vision of sovereignty".

Right after the elections, the U.S. plans to place the Deal of the Century on the agenda, and the part on Jerusalem is central. It is intended to force all of the players on the Israeli side to relate to the plan even during negotiations to form a coalition for the new government. Certain parts and ideas of the plan have already been presented to Israel and the Palestinians as well as to Saudi Arabia, Jordan and Egypt, and we publish here for the first time, the outlines (not necessarily in their final form) relating to Jerusalem, as it was presented to the various sides.
The Trump plan effectively divides Jerusalem and changes its borders. It removes the northern parts of Kfar Aqab and the Shuafat refugee camp beyond the fence from the city's territorial municipality, where Israeli law was applied in 1967, and transfers them to the territory of the Palestinian state, which, according to the plan, will cover 85 percent of the territories of Judea and Samaria. Also Arab neighborhoods in the southern part of the city, such as Jabal Mukabar and Arab a-Suahera, Umm Lison and Umm Tuba, and possibly even Tsur Baher (which adjoin the Jewish neighborhoods of East Talpiot and Har Homa ) will be transferred, according to the plan, to Palestinian sovereignty. At least for the first phase, the plan leaves in Israel's hands broad security responsibility for the territories that will be removed from Jerusalem.
The Americans make a distinction in principle between, on the one hand, the prior Jordanian area of Jerusalem, in the lines before 1967, only about 6 square kilometers, which included part of the Old City and its adjoining neighborhoods, and on the other hand, the additional 64 square kilometers that Israel annexed to Jerusalem after the Six Day War, including another 28 villages which originally were not part of Jerusalem.
According to the Trump plan, in many parts of the more limited area, where both the Old City and the Holy Basin are located, as well as part of Silwan-City of David, the area of the Mount of Olives, the area of Shimon the Tzadik-Wadi Juz-Sheikh Gera, Mount Scopus and apparently even Abu Tor – Israeli sovereignty will remain in place. However, some of the Arab neighborhoods that are located further out will be transferred to Palestinian sovereignty. The twelve Jewish neighborhoods established after 1967 in "lesser" Jerusalem (the Jordanian) and the "extended" areas (the 28 villages) in which more than 220 thousand Jews now live, will remain in Israeli hands and under her sovereignty.
Functional Sovereignty
The Trump plan is more generous to Israel than that of a previous president, Bill Clinton, as well as various other proposals that were discussed during the Annapolis Conference. Clinton wanted Palestinian sovereignty over all the Arab neighborhoods in eastern Jerusalem, including over most of the Old City and around the Old City (except for the Jewish Quarter and other areas). In the Annapolis Conference (in which the Olmert government took part in 2007-2008) there was talk of establishing a trusteeship of five states for the Old City and the Holy Basin.
The Trump plan, in contrast, leaves sovereignty over the Old City and the area of the Holy Basin in Israel's hands, while simultaneously talking about Palestinian participation in this area. The concept being used here is "functional sovereignty", which grants authorities in various fields, without a "overriding sovereignty", which, as stated, would remain in Israeli hands. Functional sovereignty is a concept with a wide range of possibilities, from symbolic administrative involvement of the Palestinians through communal managers or municipal districts, up to actual administrative autonomy, with oversight and under Israeli sovereignty in areas such as sanitation, green spaces and roads, religion, physical planning, transportation, economy and even municipal administration and policing.
During the term of Mayor Teddy Kollek, obm, various work was done in these fields, not necessarily related to a political solution for the city. Similar plans were drawn up by the Jerusalem Institute for Policy Studies. As far as is known, that material was used as auxiliary material by the American team to help in formulation of their plan.
Palestinian participation in administration of the Old City, even without sovereignty over the area, can be expected to arouse a hot dispute. In the opinion of senior Israeli figures, it would be a plan for "a messy situation and blurring of lines that could increase pressure, instead of reducing it". In this area is a religious complex with hundreds of mosques, churches and synagogues in the center of which is the Temple Mount, the Western Wall and the Church of the Sepulcher. Approximately 38 thousand residents live in the Old City under very crowded conditions. About 90% of them are not Jews, mainly Muslims and a few Christians and Armenians, and about 10% are Jews (about 3,000 in the Jewish Quarter and another approximately 1,500, mainly in the Muslim Quarter).
Security before openness
Another weighty problem that was discussed between the Americans and Israel and the Arab and Palestinian parties who have been privy to parts of the Trump plan, is the character of the border and the separation between Israeli Jerusalem and Palestinian Jerusalem, after the new borders have been drawn. The preconceived aspiration of all parties in the discussions is to leave Jerusalem as an open city; one physical unit without borders, so that the passage between the sections would remain free and open both for Israeli and Palestinians, even after the borders of the city have been redrawn and its sovereignty has been redesigned and divided. However, the Americans understand that for now, there is a difference between the ideal and reality and this is because of difficult security problems that an open border would pose.
The Military and security levels in Israel have expressed their opinion in previous negotiations, for a solid border that would prevent free passage and which would comprise dozens of crossing points and checkpoints. These would be intended to allow effective inspection and prevention and reduction of terror attacks by radical Palestinians, who oppose today, and can be expected to oppose in the future, any agreement or compromise. In previous discussions the political level was given the professional status, but it is not clear regarding the present plan.

In the discussion with the Americans, the Israeli side presented their doubts that such a plan of division would be accepted in Israeli public opinion, and ideas were raised that could soften the "blow", such as increasing the area of Israeli Jerusalem in the direction of Ma'ale Adumim and eastward, including allowing the construction of the planned E-1 neighborhood (the neighborhood connecting Jerusalem and Ma'ale Adumim) as well as broadening the area of Jerusalem southward to the area of Gush Etzion and Beitar (including allowing the construction in Givat Hamatos) and northward in the direction of Givat Ze'ev and Adam.
The third key component of the Trump plan deals with the holy sites in the city. The Wall will remain exclusively in Israeli hands, including what is underground, beneath it, for the length of the Western Wall Tunnel up to its northern edge, as well as the southern part of the Western Wall (the archaeological garden), totaling 488 meters above and below ground. This component is contrary to the position of the Palestinians, who are willing to leave only about 69 meters of the Wall, which is above the prayer space, in Israeli hands.
Who would actually agree to it?
On the Temple Mount itself the Americans, together with the other parties, examined a change in the framework, in which, along with Jordan, other Arab countries would also be included in joint management, together with Israel, under continued Israeli sovereignty. Today, only Jordan participates in managing the site, which is a result of the peace agreement with Israel, and official as well as non-official understandings between it and Israel. Therefore, a joint Israeli-Jordanian committee is operational today. It deals mostly with problems that arise on the Temple Mount from time to time, such as the crisis of the magnetometers in the summer of 2017, and the current crisis at the Gate of Mercy, which the WAKF, in the past two weeks, has turned into a fifth mosque on the Temple Mount.
The key candidates to be integrated into a religious-political-administrative body of this sort that were mentioned in the discussions that the Americans held are Saudi Arabia, Morocco and the Palestinians. Jordan virulently objects to this possibility, which might, in the future, harm its present senior status on the Temple Mount among the Muslim bodies, and especially objects to including Saudi Arabia, Jordan's great rival in the guardianship of the Islamic holy sites, at the Temple Mount, since Saudi Arabia already controls Mecca and Medina.
Another component of the Trump plan was presented for the parties' perusal is that of "safe passage" – whose legal status has not yet been determined – between Palestinian Jerusalem and the Temple Mount.
The Palestinians totally reject Trump's plan, particularly to its components dealing with Jerusalem. The response of a large part of Gantz and Lapid's Blue and White party to the Jerusalem components of the Trump plan – to judge by positions that they have expressed in the past – may be expected to be in favor. Netanyahu's response to the Jerusalem components in Trump's plan is not clear. On one hand, this is the most generous plan that an American president have ever proposed to Israel on the issue of Jerusalem, and it includes recognition of Israeli sovereignty in the Old City and its surrounding neighborhoods. On the other hand, it divides Jerusalem – even if they use a more euphemistic term – which is likely to be accompanied by significant security risks. Trump, we must recall, did not hide his expectation for an Israeli "payment" during the past year, for recognizing Jerusalem as the capital of Israel and moving the embassy to the capital.
The clash that Bennett initiated with Netanyahu over the Trump plan is, apparently, only the promo for the fiery dispute – over values, ideology and security – that will break out here revolving around the "Deal of the Century" in general and the Jerusalem clauses in particular.

ראש מועצת גוש עציון מגיב ל"מצע הגושים" של מפלגת 'כחול לבן': לא נהיה עלה תאנה למי שמבקש לחלק את הארץ ולעקור יהודים.
מצע מפלגת 'כחול לבן' של בני גנץ ויאיר לפיד ולפיו גושי ההתיישבות יישארו על מקומם בהסדר מדיני עתידי, אינו מניח את דעתו של ראש מועצת גוש עציון, שלמה נאמן, הדוחה את הניסיון לערוך חלוקה והפרדה בתוך ההתיישבות.
לדברי נאמן "גוש עציון לא ישמש כעלה תאנה למי שמבקש לחלק את הארץ ולעקור אלפי יהודים מביתם עבור חלומות שווא וצילומים במדשאות הבית הלבן".
נאמן מוסיף וקובע כי "קונספציית שתי המדינות אינה רלוונטית לחלוטין לא מבחינה מדינית וכל שכן לא רלוונטית מבחינה ערכית. צריך להיות דין אחד לכל התיישבות בבנייה, בפיתוח ובהחלת הריבונות הישראלית".
יצוין כי במצע המפלגה נכתב כי לא תהיה התנתקות חד-צדדית משטחי יהודה ושומרון, ואולם עם זאת המפלגה מונה את המקומות מהם לטעמה אין לסגת - גושי ההתיישבות, בקעת הירדן, ירושלים ורמת הגולן. בתגובתו למצע זה קורא ראש מועצת גוש עציון בין השורות את מגמת העקירה אותה מתכננת המפלגה לקדם בשאר שטחי יהודה ושומרון על מנת להקים במקום מדינה פלשתינית, על אף שמונח זו אינו מוזכר במפורש.
בתנועת הריבונות מברכים על התבטאותו הנחרצת של נאמן. "דבריו הברורים והנכוחים של ראש מועצת גוש עציון מציבים חזון אידאולוגי ערכי וציוני שאינו מתפתה לספינים תקשורתיים ופוליטיים. רעיון הגושים מסתיר בתוכו גם את חלוקת הארץ אך גם את הניסיון לחלק בעם פנימה. רעיונות מסוג זה דינם להיעלם מסדר היום המדיני בהיותם מתכון לאסון לעתידה של ישראל".

Head of the Gush Etzion Council's reaction to the Blue and White Party's platform including "control of the major settlement blocs": We will not provide cover for someone who wants to divide the Land and uproot Jews.
The platform of Benny Gantz and Yair Lapid's Blue and White Party, stating that the blocs of settlement will remain in place in a future political settlement, is unsatisfactory to Gush Etzion Council Head Shlomo Ne'eman, who rejects the attempt to divide and differentiate communities within the settlement enterprise.
According to Ne'eman, "Gush Etzion will not serve as a fig leaf for anyone who wishes to divide the Land and uproot thousands of Jews from their homes in exchange for delusive dreams and photo-ops on the White House lawn".
Ne'eman adds that "the concept of two states is totally irrelevant – not from a policy point of view and of course, not from an ideological point of view. There must be one system of law for the entire settlement enterprise regarding building, development and in the application of Israeli sovereignty".
It should be noted that it is stated in the party's platform that there will not be a unilateral disengagement from the territories of Judea and Samaria. However, the party specifically lists the places from which it will not withdraw – the blocs of settlement, the Jordan Valley, Jerusalem and the Golan Heights. In his response to this platform, the head of Gush Etzion Council, reading between the lines, sees the possible expulsions that the party plans to carry out in the rest of Judea and Samaria in order to establish a Palestinian state there, although this is not mentioned explicitly.
The Sovereignty Movement praises Ne'eman's resolute position. "The Council Head's clear and straight words present an ideological and Zionist vision that is not fooled by the media and political spin. The idea of the "blocs of settlement" conceals within it an attempt to divide the Land as well as an attempt to divide the People within it. Ideas of this sort are doomed to fall from the political agenda since they are a recipe for disaster in the future of Israel".
