תנועת הריבונות נערכת לשנת פעילות חדשה
סיור מיוחד, הרצאות ושיח משותף לקראת שנת הפעילות תשפ"ה. פורום ההיגוי של תנועת הריבונות נערך לקידום בשטח ובכנסת של חזון הריבונות ביהודה ושומרון.
פורום ההיגוי של תנועת הריבונות התכנס אתמול(חמישי 19.9) בגוש עציון לסיור מיוחד לקראת פתיחתה של שנת הפעילות תשפ"ה. במהלך המפגש הועלו הצעות לקידום מהלכי הריבונות מול חברי הכנסת, הממשלה וברחוב הישראלי.
האירוע כולו נפתח בסיור מיוחד בהובלת מאיר דויטש, מנכ"ל תנועת 'רגבים', בשמורה ההסכמית, אזור שנועד להישאר כשמורת טבע ושטח ירוק, אך בשל היעדר אכיפה וריבונות ישראלית ביצעה בו הרשות הפלשתינית פעולות בינוי נרחבות, אתרי חציבה פיראטיים, מוקדי השלכת פסולת ועוד הגוררים מטבע הדברים הרס מקיף של האזור והטבע שבו.
כזכור, בחודש יולי האחרון נטלה ישראל לידיה את סמכויות האכיפה והוחל בפעולות לבלימת ההשתלטות הערבית על המקום. במהלך הסיור ניתן היה לזהות כי מבנים בלתי חוקיים רבים הוקמו בשטחי השמורה על ידי הרש"פ שגם שתלה במקום עצים לרוב. כל אלה לא היו בסיור קודם שערכה תנועת הריבונות לפני כשנה. עם זאת, ניתן לזהות את השלכות ההחלטה הישראלית האחרונה, כאשר במקום לא נראתה נוכחות של פועלים, ציוד בנייה, סלילה וכיוצא באלה. למעשה, אומרים בתנועת הריבונות, "העבודות במקום נראות מוקפאות, מראות של קבלנים ופועלים מטעם הרש"פ כשהם מסמנים 'וי' בחיוך גדול, כפי שפגשנו בשנה שעבר, כבר לא ליוו את הסיור. כעת יש להשלים את מהלכי האכיפה בהריסת מבנים שנבנו בו ובהחזרת המקום לקדמותו, כל עוד ניתן".
לאחר הסיור בו התוודעו המשתתפים לדוגמית מתוך ההשלכות של היעדר ריבונות בשטח, התכנס צוות ההיגוי בשמורת עוז וגאון לדיון משותף לקראת הבאות.
הדיון נפתח בהעלאת הסיבות השונות לכך שעד כה לא החילה ישראל ריבונותה בשטחי יהודה ושומרון. הועלו סיבות מדיניות כדוגמת התנגדויות מצד הממשל האמריקאי ומדינות אירופה, אתגרים כמו הדמוגרפי והביטחוני ואף סיבות פנים-ישראליות כהיעדר אמונה מלאה של כלל החברה בישראל בצדקת דרכה של הציונות ובמשמעות הזיקה ההיסטורית של ישראל לאזורים אלה.
חבר הכנסת דן אילוז, יו"ר משותף לשדולת הריבונות בבקעה, פרס בפני חברי הצוות את דרכי הפעילות הפרלמנטאריות לקידום מהלך הריבונות מול חברי כנסת, שרים וראש הממשלה. בדבריו הדגיש את חשיבות הפעילות ההסברתית בציבור הישראלי כמנוף וכבסיס לפעילות בכנסת ישראל.
עו"ד סא"ל במיל' מוריס הירש, בכיר הפרקליטות הצבאית בעבר, הציג בפני המשתתפים מידע מטריד בדבר השלכותיה המעשיות של המדיניות הישראלית ביהודה ושומרון. הירש תיאר את חוסר המשילות הישראלית הקיימת לצד העברת כספים מישראל לרש"פ, למעשה מדובר בצינור חמצן המאפשר את פעילותה כאויבת לישראל.
אל"מ במיל' משה פלד תיאר את התחושות הקשות עימן הוא יוצא מהביקור בשמורה ההסכמית, ביקור בו ניכרת אזלת ידה של ישראל מול המתרחש בפועל בשטח מתחת לאפה. עם זאת ציין שרוח הלוחמים בשורות צבא ורוחם של צעירי הציונות הדתית מפיחים בו תקווה אופטימית לעתיד, בעיקר כאשר הוא משווה בין ימי ראשית ההתיישבות לעומת ימים אלה בהם למעלה מחצי מיליון יהודים חיים ביהודה ושומרון.
דודו סעדה, יו"ר קבוצת 'בשבע', הדגיש בדבריו את חשיבות השיח ה"תל אביבי" ככזה שיכול להוביל לשינוי תפיסתי עמוק מתוך שפה משותפת לכלל החברה הישראלית. ד"ר ענת רוט התייחסה בדבריה לצורך להכין תכנית מדינית סדורה וערוכה לקראת שעת כושר מדינית ופוליטית. ליאור שורקה, ממקימי 'אם תרצו' וכיום מנכ"ל 'סולמות', מיפה את גורמי הכוח וההשפעה בחברה הישראלית שמולם יש לפעול לקידום יישומו של החזון.
עו"ד נילי נאהורי ציינה את חשיבות השעה בהיותה רגע היסטורי המחייב החלטות ומהלכים היסטוריים. היועצת האסטרטגית גיטה חזני דיברה על הצורך בחלוקת אתגר התכנית המדינית הסדורה לטווח ארוך ולטווח קצר, ועל הצורך בשיתוף פעולה אזרחי ממשלתי לטובת המהלך. פעילת ההתיישבות בגוש עציון לילך וינשטוק ציינה את הצורך בהפצת חזון הריבונות בכלל רבדי החברה הישראלית ובהתאם לכל מגזר.
אורי בנק, שיחד עם השר הרב בני אלון ז"ל קידם בעבר תכנית ריבונות בזירה הפרלמנטארית והמדינית, הוסיף על חשיבות הכנתה של תכנית ריבונות על בקעת הירדן עוד לפני הבחירות בארה"ב ולגבש תמיכה חתומה של שורה ארוכה ככל הניתן של חברי כנסת למהלך.
הצוות פירט את הצעדים המתבקשים כחלק מתכנית העבודה של תנועת הריבונות ותנועת נוער הריבונות מול חברי הכנסת והשרים ומול הציבור הישראלי בדרכים שונות שיבואו לידי ביטוי במרוצת השנה הקרובה.
ראשי תנועת הריבונות, יהודית קצובר ונדיה מטר, מסכמות את האירוע ומדגישות את חשיבות שיתוף הפעולה עם מגוון אישים בעלי ניסיון ורקע בתחומי עשייה שונים, לקידום מהלך הריבונות. "העבודה המשותפת מבטיחה חשיבה מקורית ורחבה לקראת צעדי התנועה הבאים".
"עם ישראל מצוי בעיצומם של ימים גורליים לעתידו. אויביו מקיפים אותו מכל עבר ודרושה בעת הזו אמירה ציונית איתנה בעלת משמעות היסטורית חד משמעית שתבהיר לעולם כולו, ובראש ובראשונה לנו עצמנו, שאנו כאן כדי להישאר. החלת הריבונות תעביר את המסר באופן ברור. בלעדיו ימשיכו מבקשי רעתה של ישראל לטפח תקווה להקמת מדינת אויב בלב הארץ כצעד משמעותי וראשוני בדרך לחיסולה חלילה של ישראל", דברי קצובר ומטר.

The Sovereignty Movement Prepares for a New Year of Activity
A special tour, lectures, and discussions in preparation for the activity year of 5785. The steering forum of the Sovereignty Movement is preparing to promote the vision of sovereignty in Judea and Samaria both on the ground and in the Knesset.
The steering Forum of the Sovereignty Movement convened yesterday (Thursday, September 19) in Gush Etzion for a special tour in preparation for the upcoming activities of the New Year. After the tour, a meeting was held in which proposals were raised to advance sovereignty initiatives in front of Knesset members, the government, and the Israeli public.
The event began with a special tour led by Meir Deutsch, CEO of the Regavim Movement, in the "Agreement Reserve," an area designated to remain a nature reserve and green space. However, due to a lack of Israeli enforcement and sovereignty, the Palestinian Authority has carried out extensive illegal construction, waste dumping, and other activities that have naturally led to widespread destruction of the area and its natural surroundings.

As a reminder, this past July, Israel took over enforcement powers and began actions to curb Arab takeover of the area. During the tour, it was noted that many illegal structures were built by the Palestinian Authority within the reserve, and many trees were planted. None of these were present during the previous tour conducted by the Sovereignty Movement about a year ago. However, the recent Israeli decision had its impact, as no workers, construction equipment, paving, or similar activities were visible. "The work seems frozen," said members of the Sovereignty Movement. "The sight of PA contractors and workers marking a big 'V' with a smile, as we saw last year, no longer accompanied the tour. Now, enforcement efforts must be completed by demolishing the buildings and restoring the area while it's still possible."
After the tour, during which participants became aware of a sample of the consequences of a lack of sovereignty on the ground, the steering committee gathered at the Oz VeGaon reserve for a joint discussion about the future.
The discussion began by addressing the various reasons why Israel has not yet applied sovereignty in Judea and Samaria. Diplomatic reasons were raised, such as opposition from the U.S. administration and European countries, challenges like demographic and security concerns, and even internal Israeli reasons like the lack of full belief in the righteousness of Zionism and the historical connection of Israel to these regions.
MK Dan Illouz, co-chair of the Sovereignty Lobby in the Jordan Valley, presented to the team the parliamentary actions to advance sovereignty in the Knesset, among ministers, and with the Prime Minister. He emphasized the importance of public advocacy in Israeli society as a lever and foundation for Knesset activities.
Lt. Col. (res.) Maurice Hirsch, a former senior figure in the Military Prosecution, presented troubling information regarding the practical implications of Israeli policy in Judea and Samaria. Hirsch described the lack of Israeli governance alongside the transfer of funds from Israel to the Palestinian Authority, essentially providing an "oxygen pipeline" enabling the PA's operations against Israel.
Col. (res.) Moshe Peled shared the difficult feelings he left with after visiting the "Agreement Reserve," noting Israel's weakness in confronting what is happening under its nose. Nevertheless, he highlighted the optimistic spirit of the IDF soldiers and young religious Zionists, especially when comparing the early days of settlement with today, when over half a million Jews live in Judea and Samaria.
Dudu Saada, chairman of the Besheva Group, emphasized the importance of talking "Tel Avivian" as a key that can lead to a deep shift in perception through a common language shared by all of Israeli society.
Dr. Anat Roth discussed the need to prepare a coherent political plan in anticipation of a favorable political and diplomatic opportunity. Lior Shurka, one of the founders of Im Tirtzu and currently the CEO of Sulamot, mapped out the power and influence centers in Israeli society that must be engaged to promote the vision's implementation.
Attorney Nili Naourie of Israel Forever emphasized the importance of this moment in history, which calls for decisive historical actions and decisions. Strategic consultant Gita Hazani spoke of the need to break down the challenge of the political plan into long-term and short-term goals and the need for civilian-governmental cooperation to advance the cause. Lilach Weinstock, a Land of Israel activist from Gush Etzion, stressed the need to spread the vision of sovereignty across all sectors of Israeli society.
Uri Bank, who alongside the late Rabbi Minister Benny Elon, previously advanced a sovereignty plan in both the parliamentary and diplomatic arenas, added that a sovereignty plan for the Jordan Valley must be prepared before the U.S. elections and garner the signed support of as many Knesset members as possible for the initiative.
The team detailed the necessary steps as part of the Sovereignty Movement's work plan and the Sovereignty Youth Movement's efforts with Knesset members, ministers, and the Israeli public in various ways throughout the coming year.
The heads of the Sovereignty Movement, Yehudit Katsover and Nadia Matar, concluded the event, emphasizing the importance of collaboration with individuals from various fields of experience and expertise to advance the sovereignty initiative. "Working together ensures original and broad thinking as we move toward the movement's next steps."
"The People of Israel are in the midst of critical times for their future. Their enemies surround them from all sides, and this moment requires a firm Zionist statement with clear historical significance, one that will clarify to the entire world—and, first and foremost, to ourselves—that we are here to stay. Applying sovereignty will convey this message clearly. Without it, Israel's enemies will continue to nurture hopes of establishing a hostile state in the heart of the land, as a significant and preliminary step toward Israel's eventual destruction, G-d forbid," said Katsover and Matar.
