הפצת פתרונות קסם למצבים מורכבים הוא אחת הרעות החולות בתקופת טרום בחירות. מפלגות חותרות להציג פתרון בסיסמה של עד ארבע מילים שיימרחו על שלטי חוצות, אבל הציבור חכם ומבין שלמצבים מורכבים פתרונות מורכבים.

 

בימים אלה אנו בעיצומו של קמפיין הפחדה ממומן היטב (עדיין לא ברור בידי מי). גורמים צבאיים בדימוס מנסים להחזיר אותנו למתווה הנסיגות והוויתורים ולהטיל עלינו אימה מחזון הריבונות על יו"ש בעוד הם מנופפים בחרב הדמוגרפיה.

 

אותם מומחים בשם עצמם מנסים לשווק לנו שוב את 'יזמת השלום הערבית', הכוללת נסיגה מלאה מיש"ע, מזרח ירושלים ורמת הגולן והקמת מדינה פלשתינית שבירתה ירושלים. קציני עבר אלו מסתירים את היותם אנשי שמאל שגם בעבר תמכו בכל הצעת נסיגה והתקפלות ישראלית. כך היה ברצועת עזה, כך בלבנון וכך ביקשו לעשות גם ברמת הגולן. את התוצאות, איומי חיזבאללה וירי החמאס, אנחנו משלמים עד היום במחיר דמים.

 

על אף הכבוד לעברם כקצינים, מדובר באישים חסרי תודעה היסטורית ומדינית, חסרי הבנת ייעודו של עם ישראל וחסרי היכרות עם המנטאליות הערבית והמזרח-תיכונית בה המתקפל והנסוג מזמין את המתקפה הבאה עד לכניעתו.

 

לא חייבים להיות מומחי ביטחון כדי להבין את האסון הטמון בנסיגה מיו"ש. היעד עליו מצהירה ללא הרף המנהיגות הערבית הוא פלשתין גדולה המשתרעת מהים ועד הנהר. למדינה זו, אותה רוצים "המומחים" להקים, ייכנסו כוחות איראניים וג'יהאדיסטיים מהעולם כולו, טילים על נתב"ג יהפכו לשגרת יומנו וימנעו המראת  מטוסים. מיליוני ערבים יזרמו מירדן ליו"ש וייצרו איום דמוגרפי של ממש כשהיעד עבורם הוא "חזרה" ליפו, רמלה, חיפה ואשדוד. העולם יראה וישוב לדרוש מאיתנו את הנסיגות הבאות כדי לרצות את ההמון הערבי הזועם.

 

זאת עוד בטרם הזכרנו את החובה ההיסטורית שלנו לרשת את ארץ ישראל . יהודים לא יכולים לוותר על יהודה! אין תוקף מוסרי לישיבתנו ברמת אביב אם נפקיר את בית אל, שכם וחברון לריבונות זרה.

 

נסיגה ישראלית מערש תרבותו של העם ומלב ארצו תהיה התאבדות לאומית. רק שליטה ישראלית מלאה וריבונית על יהודה ושומרון תניב ביטחון, יציבות ובסיס מוסרי-היסטורי לנוכחותנו כאן.

 

מזה 51 שנים מרחף באשמתנו מעל יו"ש סימן שאלה מדיני. הסטטוס קוו, שאולי מרגיע כמה מתומכי הימין, אינו באמת קיים. בחסותו בונה הרש"פ ומשתלטים באין מפריע על אדמות שטחי A ו-B וקובעים עובדות דווקא בשטחי C. היהודים, לעומתם, קפואים ומוקפאים. אם לא תגיע הכרעה בהקדם לא ייוותרו קרקעות עבור היהודים. אמירה ישראלית ברורה המלווה במעשים ולפיה אין לנו כל כוונות עזיבה תבטל את תקוות האויב הערבי להקמת מדינה על חורבותינו.

 

אתגר הריבונות מחייב התמודדות מפוכחת עם האיום הדמוגרפי. לשם כך עלו מספר הצעות שתכליתן אחת – מדינה יהודית אחת בין הים לירדן ובה רוב יהודי מוצק ומיעוט ערבי נאמן למדינה.

 

כדי להבטיח זאת אפשר לפעול בשלבים:

בשלב הראשון תוחל הריבונות על ישובי יו"ש, ללא שינוי במעמד הערבים. כבר בשלב זה נבלם רעיון העוועים של הקמת מדינה פלשתינית. בשלב השני תוחל הריבונות על שטחי C המהווים 60% משטחי יו"ש (תוך תיקוני מפה נדרשים). כ-80,000 ערביי האזורים הללו יזכו למעמד תושב כדוגמת זה של ערביי מזרח ירושלים. בשלב השלישי תוחל ריבונות על שאר השטח ולערביי יו"ש תוקם אוטונומיה מוניציפלית תחת ריבונות ישראל המפקחת על ספרי הלימוד ואוחזת בלעדית במושכות הביטחון ומדיניות החוץ.

 

עלינו להביט נכוחה אל העתיד. בעוד 30 שנה יהיו ממערב לירדן 20 מיליון בני אדם. נכדינו ונינינו מצפים מאיתנו שנשמור להם על הארץ, שנפתח להם אופציות לחיים ברווח, עם מחירי דיור סבירים, פריחה כלכלית ויציבות ביטחונית ומדינית.

 

לסיכום: בין הים לירדן תהיה רק ישות לאומית אחת והיא ישראל. אנו מחויבים קודם כל לעם ישראל. התהליכים שלעיל הם הדרגתיים, אבל ייתכן ונופתע עם אירועים היסטוריים מכוננים כפי שהיה ב-48' וב-67' כאשר המוני ערבים בחרו לעזוב. ניתן לצפות לעלייתם של עוד מיליון יהודים מהגולה. במצבים שכאלה המאזן כולו ישתנה אף יותר, ולטובה.

Sovereignty = Zionism = Stability

Disseminating miracle solutions for complex problems is one of the major problems during the pre-election period. Parties seek to present solutions in slogans of up to four words to be emblazoned on billboards. But the public is smart and understands that complex situations require complex solutions.

These days we are in the midst of a well-financed (it is not yet clear by whom) campaign of intimidation in which former military authorities are seeking to return us to the blueprint of withdrawals and concessions and to instill fear in us from the vision of sovereignty in Judea and Samaria by wielding the sword of demography.

The same self-appointed "experts" are again trying to sell us the "Arab Peace Plan," which includes a complete withdrawal from Judea and Samaria, East Jerusalem, and the Golan Heights and establishment of a Palestinian state whose capital is Jerusalem. These former officers conceal the fact that they are left-wingers who, in the past, supported every proposal calling for Israeli withdrawal and capitulation. That was the case in the Gaza Strip, that was the case in Lebanon, and that is what they sought to do in the Golan Heights. We are still today paying the price in blood for the consequences of those initiatives, Hezbollah threats and Hamas rockets.

Despite the respect for their past as officers, these are people lacking historical and political awareness, lacking understanding of the destiny of the Jewish people, and lacking familiarity with the Arab, Middle Eastern mentality according to which the one who capitulates and withdraws invites the next attack until he ultimately surrenders.

One does not need to be a security expert to understand the disaster latent in withdrawal from Judea and Samaria. The objective that the Arab leadership has unceasingly declared is establishment of greater Palestine that stretches from the Mediterranean to the Jordan. Iranian and jihadist forces from all over the world will enter this state that those "experts" are seeking to establish; missiles fired on Ben-Gurion Airport will become a daily occurrence, preventing planes from taking off. Millions of Arabs will stream from Jordan to Judea and Samaria and will create a full-fledged demographic threat, with their ultimate objective being a "return" to Yafo, Ramle, Haifa, and Ashdod. The world will see and will again and again demand more withdrawals in order to appease the angry Arab mob.

All this is before we mention our historical obligation to take possession of the Land of Israel. Jews cannot relinquish Judea! There is no moral validity to our presence in Ramat Aviv if we cede Beit El, Shechem and Hevron to foreign sovereignty.

An Israeli withdrawal from the cultural cradle of the Jewish people and from its heartland will be national suicide. Only total Israeli control and sovereignty in Judea and Samaria will yield security, stability, and a moral-historical basis for our presence here.

For 51 years, we are responsible for the fact that a political question mark hovers over Judea and Samaria. The status quo, which, perhaps, pacifies certain right-wing supporters, does not really exist. Under its auspices, the Palestinian Authority (PA) is building and taking control of lands in Areas A and B, and establishing facts on the ground specifically in Area C. The Jews, in contrast, are paralyzed and subject to a building freeze. If this issue is not resolved soon, no land will remain available to the Jews. A clear Israeli declaration that there is no intention to withdraw, accompanied by actions, will thwart the hopes of the Arab enemy to establish a state on our ruins.

The challenge of sovereignty requires that we soberly address the demographic threat. In that interest, several proposals have been raised, whose purpose is one: A single Jewish State between the Mediterranean and the Jordan, in which there is a solid Jewish majority and an Arab minority loyal to the state. In order to ensure that result, it is possible to proceed in stages:

In the first stage, sovereignty will be applied to the Jewish communities in Judea and Samaria, with no change in the status of the Arabs. Already at this stage, the insane idea of the establishment of a Palestinian state will be halted. In the second stage, sovereignty will be applied to the territories of Area C, which constitute 60% of Judea and Samaria (with some necessary border adjustments). The approximately 80,000 Arabs residing in those areas will be granted resident status like that enjoyed by the East Jerusalem Arabs. In the third stage, sovereignty will be applied to the rest of Judea and Samaria, and for the Arabs there, municipal autonomy will be established under Israeli sovereignty, which will oversee the school textbooks and maintain exclusive control of security and foreign policy.

We must take an honest look into the future. In 30 years there will be 20 million people west of the Jordan. Our grandchildren and great-grandchildren expect us to conserve the land for them, to provide the option of a comfortable life, with reasonably priced housing, economic prosperity, and security and political stability.

In summary: Between the Mediterranean and the Jordan there is only one national entity – Israel. Our primary commitment is to the Jewish people. The aforementioned steps are gradual; however, it is possible that we will be surprised by foundational historical events as in '48 and '67 when multitudes of Arabs decided to leave. We can also anticipate and must facilitate the aliya of at least another million Jews from the Diaspora. Under those circumstances, the entire balance will change even more – for the best.

Here's how to make a Fake Poll

Hagai Huberman, Journalist, historian, military commentator and editor of the "Matsva Haruach" weekly newsletter, writes about a leftist poll that landed on his desk. All of his requests for the details of the poll – evaporated into thin air.

If anyone is interested in looking for an excellent example of a fake poll, he can take a look at the poll that appeared in my email this week, not necessarily on the subject of elections – but not unrelated to it either.

It is a poll commissioned by the radical Left movement, "Commanders for Israel's Security" numbering 286 senior former commanders from the IDF, the Shin Bet, the Mossad and Israel Police, all, of course, on the left side of the political map, who have set for themselves the goal of brainwashing the Israeli public to look favorably on renewing the political process, meaning the establishment of a Palestinian state on the ruins of more than a hundred Jewish communities in Judea and Samaria.

Their key argument, like most of the Israeli Left, is the demographic argument: the need to maintain the State of Israel as a Jewish and democratic state. Their battle at the moment focuses on plans by elements among the Israeli right for the application of sovereignty.

What are they doing? As usual, a poll, carried out by Mina Tsemah and Meno Geva. Thus, it is joyfully asserted that "the majority of the Israeli public (60%) opposes the application of Israeli sovereignty in the territories of Judea and Samaria. The data show what everybody already knows - most of the public strongly opposes annexation and supports plans to separate from the Palestinians".

Is that really so? According to them, "from the poll, we see that when you ask people about the application of Israeli sovereignty in the territories of Judea and Samaria, a clear picture emerges, which is: 60% of the public is certain that they would oppose it or thinks that they would oppose it, while 24% thinks that they are in favor or are sure that they are in favor (16% don't know)".

And this is exactly the point: it is not "when you ask people", but what and how you ask. I tried to obtain the complete poll via a friend who is close to those officers. I did not get it. It seems that they are keeping the complete poll to themselves. Maybe because there are some data there that do not match their world view? I am willing to take the risk that I am suspecting "kosher" people, and that the answer is positive.

To me, the real question is missing from the poll: "Do you support the annexation of all the settlements while leaving the great majority of the Palestinians population under the responsibility of the Palestinian Authority as a full autonomy?" I would be glad to receive data on this question. It does not appear in the officers' poll.

When you ask the public a seemingly objective question such as: "If there is a proposal for the application of Israeli sovereignty over the territories, i.e. annexation of all or most of the territories of Israel while granting full civil rights to the Palestinians, would you be in favor of the proposal or oppose it?" This is a deceptive and misleading question because the question does not include the most important piece of data: separation between Areas A and B and Area C. Indeed, the answers in this case would be different.

This vagueness resulted in the poll's finding that 60.6% of Likud voters oppose annexation as well as 76.5% of Hosen Leyisrael voters and even half of Bennett and Shaked's New Right voters (50.1%). This data point is really not surprising. I too, for example, am against the annexation of Area A, but I am in favor of the annexation of Area C. So where exactly do I fit in this poll, for annexation or against it?

Also this wording: "annexation of all or most of the territories to Israel while granting full civil rights to the Palestinians" is vague and misleading. What is the meaning of "all or most of the territories"? Area C, which is under full Israeli control, where all of the Jewish communities and all of the IDF bases are located, comprises 60% of the area, constituting the greater part of the territories, where there is a Palestinian minority and clear Jewish majority. Areas A and B together are 40% of the area, where 95 percent of the Palestinians live, and would not receive citizenship even if "most of the territories", meaning Area C were annexed. How is this evident from the poll's question?

Look at the next question in the poll. It's a bit convoluted, apparently intentionally: "In your opinion, if the rightist parties such as the New Right led by Naftali Bennett and Ayelet Shaked or Yisrael Beitenu led by Avigdor Lieberman, demanded the application of sovereignty over the territories as a condition for their entering the government, would Prime Minister Benjamin Netanyahu accept the condition in order to continue to serve as prime minister or would he reject it even at the cost of being unable to form a government?"

You got it right – this is the assumption: If Netanyahu accepts the demand to apply sovereignty, it would not be because he is the leader of the party that declares this as its position, but only 'in order to continue to serve as prime minister'. How could there be any other possibility?

(It is important to note, incidentally, speaking of occupation, that there are no IDF bases in Areas A and B at all, besides the exception that proves the rule: The outpost in the neighborhood of Abu-Sneineh in Hevron. Because Hevron is a city with a unique situation, and a separate agreement. The IDF also does not operate on a regular basis within the Palestinian Authority, except for arresting terrorists or destroying terror infrastructure, based on previous intelligence).

The Commanders for Israel's Securityw poll did not relate to the possibility of annexing Area C alone, to which I, for example, would agree, and this is not surprising. Their argument, as their position was explained to me, is that if Israel annexes Area C and applies Israeli law only in the Jewish communities – the Palestinian Authority would collapse. Why? I did not get a satisfactory answer to this innocent question.

My guess is that if it turns out that it is possible to annex only the Jewish communities without granting citizenship to a million and a half Palestinian Arabs, it is not that the Palestinian Authority would collapse – their entire leftist ideology would collapse. This is what really frightens them.

כבר שנים רבות שאנחנו מכירים את ארגון השמאל הקיצוני "מפקדים למען ביטחון ישראל". אנחנו עוד זוכרים את הפלאיירים ההזויים שהם חילקו לפני הגירוש מגוש קטיף וצפון השומרון תחת הכותרת "קצינים בכירים במיל' ואנשי מערכות הביטחון מכל קצוות הקשת הפוליטית קובעים: ההתנתקות מעזה טובה לביטחון". על גבי נייר, בצבעי שחור ולבן, הם חתמו שם בשמותיהם על כך שהגירוש הוא הדבר הטוב ביותר למדינת ישראל. "אנו החתומים מטה", נכתב באותו פלאייר מעל שמות החותמים, "קובעים כי לדעתנו המקצועית, בהעדר פרטנר להסדר, תוכנית ההתנתקות היזומה תורמת לחיזוקה של המדינה וחיונית לביטחון ישראל".

חמש שנים קודם לכן, בתקופה הקצרה של ממשלת אהוד ברק, אמרו המפקדים שבריחה מלבנון היא הצעד הנכון. במאמרו "שובם של הגנרלים המנותקים" שהתפרסם בעיתון "הארץ" כותב ישראל הראל: "בבריחה מלבנון ומעזה המומחים לביטחון הבטיחו, שאם האויב יעז להפגיז את העורף 'נקרע לו את הצורה'. כך, לדוגמה, נקרעה הצורה של חיזבאללה: לאחר הבריחה ב–2000, ובמיוחד בעת שהפגיז את העורף הישראלי במלחמת לבנון השנייה, נטשנו את המערכה בטרם הכרעה, איפשרנו לו לאגור מאות אלפי טילים, לחפור תחתינו מנהרות תקיפה ולהיות ראש חץ למשמרות המהפכה. וגם לחמאס, שב–13 השנים האחרונות ממרר את חיינו, איננו פוסקים לקרוע את הצורה".

בשבועות האחרונים, מגייס הארגון את מיטב כספו ומרצו כדי לקטוע את תהליך החלת הריבונות על יהודה, שומרון ובקעת הירדן. הם מפיצים באמצעי התקשורת השונים מן סקר מעוות אשר טוען כי רוב אזרחי מדינת ישראל מתנגדים להחלת הריבונות. לטענתם, רק 24% מהציבור היהודי סבור שהיעד המדיני הרצוי למדינת ישראל בעת הזו הוא סיפוח השטחים ביהודה ושומרון והמשך שליטה ישראלית בכל השטח; לעומת 55% שחושבים שהסכם קבע הוא הפתרון המועדף ו-21% שתומכים בהיפרדות חד-צדדית.

לעומת הסקר הזה, סקר שערכה תנועת "ריבונות" של יהודית קצובר ונדיה מטר במדגם מייצג של הציבור הבוגר היהודי בישראל, על ידי מכון המחקר "מאגר מוחות" המנוהל ע"י פרופ' יצחק כץ טוען אחרת. לפי הסקר הזה, הרוב המוחלט באוכלוסייה הישראלית - כ-75% - מעוניין להחיל את הריבונות הישראלית על שטחי יהודה ושומרון. 7% בלבד מעוניינים בהקמת מדינה פלסטינית באזורים אלה.

סקר שערכה מועצת יש"ע בשנת 2016 על ידי מכון "מדגם" בהנהלת מנו גבע וד"ר מינה צמח מעלה כי רוב גדול מאוד בציבור הישראלי מימין ומשמאל תומך בהחלת הריבונות הישראלית בעיר מעלה אדומים. מממצאי הסקר עולה כי כ-78% מהאוכלוסייה היהודית משוכנעים כי על ישראל להחיל את ריבונותה במעלה אדומים גם ללא הסכם עם הפלשתינים - כפי שהחילה בחוק את ריבונותה על רמת הגולן ושיותר מ -70% סבורים כי יש להחיל את הריבונות במעלה אדומים גם אם ישראל תאלץ לשלם מחיר מדיני משמעותי ותספוג תגובה בינלאומית חריפה.

המשמעות של אי החלת הריבונות היא עמוקה. בעוד אלה שמתנגדים אליה טוענים שהחלת ריבונות תהפוך את מדינת ישראל למדינה דו-לאומית עם רוב ערבי מובהק, פתרון שתי המדינות בו הם דוגלים יהפוך את המדינה הערבית שתוקם חלילה ביהודה ושומרון למדינת טרור אשר קרובה למדינת ישראל מרחק נגיעה. במקרה שכזה, הבעיה הגיאוגרפית תהה מסוכנת אלפי מונים מהבעיה הדמוגרפית. אסור לנו לאפשר מדינה עם "מתניים צרים", אשר תביא עלינו איום בטחוני גדול הרבה יותר. בנוסף, הקמת מדינה פלסטינית בין הירדם לים תגרום להגעתם של מיליוני "פליטים" לתוך מרחבי יהודה ושומרון, דבר שיגביר את הבעיה הדמוגרפית לאין שיעור.

כבר מעל לחמישים שנה מנסים כל הגורמים בארץ ובעולם לנסח פתרון שיהיה מקובל על שני הצדדים, אך שום פתרון לא התקבל עד כה. כל הפתרונות שנוסו לא הצליחו או נהדפו על ידי הצד הערבי. בנוסף, כל פעם שברחנו מהשטח בצורה חד-צדדית ובצורה של הסכם שלום, קיבלנו מדינת טרור יותר גדולה. כל מי שניסה לקיים בעבר מדיניות הפחדה, ברח תמיד מנושא הביטחון של אזרחי ישראל. ניסינו את הפתרונות שאומרים שצריך לפנות התנחלויות – כעת הגיע הזמן לנסות את פתרון הריבונות.

הגנרל הגדול אריאל שרון אמר מספר חודשים לפני ביצוע הגירוש כי "אני מבין בביטחון ואני מבטיח לעם ישראל 40 שנים של שקט". כך אמרו אז גם "מפקדים למען ביטחון ישראל", וכך הם אומרים גם היום. מסתבר שלא משנה כמה גדול הגנרל, מהי דרגתו, מה הוותק שלו ומהי כמות הגנרלים – בסוף דעתו איננה ערובה לביטחון. יעידו על כך תושבי עוטף עזה.

החלת ריבונות על מרחבי ההתיישבות ביהודה, שומרון ובקעת הירדן היא חובתנו. בעקבות כישלונות העבר, בהם לא נמצא אפילו פתרון אחד שמקובל על שני הצדדים וששומר על ביטחון אזרחי מדינת ישראל, אנחנו חייבים להפסיק את המצב העראי בו נמצאים כיום תושבי יהודה ושומרון. הממשל הצבאי צריך להיפסק, הגיע הזמן שמדינת ישראל תיקח את האחריות לתושבי יהודה, שומרון ובקעת הירדן לידיה ותהפוך את האזור לחלק בלתי נפרד ממדינת ישראל.

הפוליטיקאים אומרים מעל לכל במה כי מעבר לסיבה הביטחונית, הסיבה העיקרית להתיישבותנו ביהודה ושומרון היא בגלל שחבל הארץ הזה שלנו. כעת יש להפשיל שרוולים ולצאת למשימה – הציבור החליט: החלת ריבונות עכשיו!

The Parade of the Generals

We have been familiar with the radical leftist organization Commanders for Israel's Security for many years. We still remember the delusional fliers that they distributed before the expulsion from Gush Katif and northern Samaria entitled "Senior Reserves Officers and Security figures from the entire range of the political spectrum state: the Disengagement from Gaza is good for security". On paper, in black and white, they signed their names to the statement that the expulsion was the best thing for the State of Israel. "We, the undersigned", said the flyer, above the signatures, "State that in our professional opinion, in the absence of a partner for an arrangement, the intended Disengagement plan strengthens the state and is essential for Israel's security".

Five years previously, during the brief period of Ehud Barak's government, the commanders said that the hasty withdrawal from Lebanon was the correct step. In his article, The Return of the Disconnected Generals, that was published in Haaretz, Israel Harel writes: "In the flight from Lebanon and Gaza, the security experts promised that if the enemy dared to shell the home front 'we will beat the crap out of him'. Thus, for example, is how the crap was beaten out of Hizb'Allah: after fleeing in 2000, and especially when it shelled the Israeli home front in the Second Lebanon War, we abandoned the battlefield before its resolution. We allowed Hizbollah to stockpile hundreds of thousands of missiles, dig attack tunnels underneath us and be the spearhead for the Revolutionary Guard. And in the case of Hamas as well, which, for the past 13 years has been embittering our lives, we have not stopped 'beating the crap out of them'".

In recent weeks, the organization has been putting the best of its money and energy into cutting off the process of applying sovereignty in Judea, Samaria and the Jordan Valley. They are flooding the various media outlets with a misleading survey claiming that most of the citizens of the State of Israel oppose the application of sovereignty. They claim that only 24% of the Jewish public believes that the appropriate political goal for the State of Israel at this time is the annexation of the territories of Judea and Samaria and continuing Israeli rule in the entire area; compared to 55% who think that a permanent agreement is the preferred solution and 21% who support unilateral separation.

In contrast to this survey, a survey by Yehudit Katsover and Nadia Matar's Sovereignty Movement  in a representative sample of the adult Jewish public in Israel, by the research institute Ma'agar Mohot, managed by Prof. Yizhak Katz, claims different results. According to this survey, the great majority of the Israeli population – about 75% - is interested in the applying Israeli sovereignty in the territories of Judea and Samaria. Only 7% are interested in establishing a Palestinian state in this area.

A survey conducted by the YESHA (Judea, Samara and Gaza) Council in 2016 by the Medagem Institute, led by Meno Geva and Dr. Mina Tsemah shows that a very great majority of the Israeli public on the Right and the Left supports the application of Israeli sovereignty in the city of Ma'ale Adumim. The findings of the survey show that approximately 78% of the Jewish population is convinced that Israel must apply her sovereignty in Ma'ale Adumim even without the Palestinians' agreement – as it legally applied sovereignty in the Golan Heights and that more than 70% believe that it is necessary to apply sovereignty in Ma'ale Adumim even if Israel must pay a significant political price and absorb a sharp international response.

The significance of not applying sovereignty is profound. While those who oppose it claim that the application of sovereignty will turn the State of Israel in a bi-national state with a clear Arab majority, the two-state solution that they advocate would turn the state that would be established in Judea and Samaria, Heaven forbid,  into a terror state within touching distance. In such a case, the geographical problem would be a thousand times more dangerous than the demographic problem. We must not allow ourselves to become a state with such a "narrow waist", which would pose a much greater security threat to us. Moreover, the establishment of a Palestinian state between the Jordan River and the sea would cause millions of "refugees" to come to Judea and Samaria, which would intensify the demographic problem immeasurably.

It has already been more than fifty years that parties in Israel and the world have been trying to formulate a solution that would be acceptable to both sides, but no solution has been accepted to this point. All of the solutions that have been formulated have not succeeded or have been rejected by the Arab side. Also, every time that we have fled from the field unilaterally or under a peace agreement, we have received an even larger terror state. Anyone who has tried to use scare tactics in the past has avoided the issue of security for the citizens of Israel. We have tried the solutions that say that we must uproot communities – now the time has come to try the sovereignty solution.

The great general Ariel Sharon said a few months before executing the expulsion, that "I understand security and I promise the People of Israel 40 years of quiet". The Commanders for the Security of Israel also said this, and this is what they are saying today. It seems that it does not matter how big the general is, what his rank is, how much experience he has and the number of generals – in the end, his opinion is no guarantee for security. The residents of the Gaza belt can testify to this.

It is our duty to apply our sovereignty in the expanse of Jewish settlement in Judea, Samaria and the Jordan Valley. In light of past failures, when there was not even one solution that was acceptable to both sides and would protect the security of the citizens of the State of Israel, we must put an end to the transient situation in which the residents of Judea and Samaria find themselves today. The military administration must end, the time has come for the State of Israel to take responsibility for the residents of Judea, Samaria and the Jordan Valley and turn the area into an integral part of the State of Israel.

The politicians say from every stage that beyond security, the main reason for our settling Judea and Samaria is because this tract of land is ours. Now we must roll up our sleeves and set out on the mission – the public has decided: Apply sovereignty now!

Update on  the Yizhaki Family

We would like to thank, with all our hearts, all those who volunteered to help the Yizhaki family. As you recall, our friend the historian Arieh Yitzhaki , expelled from Gush Katif, had a massive heart attack and stroke a few weeks ago.

The economic aid and support is a very great help to the Yizhaki family in coping with the situation. Bless you!! With your tremendous help we have succeeded to take care of their basic needs for the 4 next months and this is no small thing!!

Aryeh is currently in rehabilitation in Beit Levinstein and his condition is improving, thanks to the Almighty. We will continue to pray for his complete recovery.

After a thorough examination of the situation and a meeting with the family, it was decided that as of now, the best thing is to try to obtain donors who would be willing to donate by standing order (horaat keva) for a period of three years to help with the family's ongoing maintenance.

The Mekimi Fund, together with Rav Rimon, have volunteered to issue a form for standing order to the bank, and to issue receipts recognized for tax-deductible donations under section 46 of the Income Tax Ordinance. This arrangement will allow the Yizhaki family a fixed monthly income via the fund for the next period of time and with the Almighty's help, they will not need it after that time has passed.

מערכת הבחירות הנוכחית מתמקדת עד כה בניסיונות מביכים ואפילו פתטיים לקטלג כל מפלגה וכל מועמד על ציר ימין-שמאל, כאשר גם מי שמוגדרים "שמאלנים" אינם מציעים פתרון מדיני. ובזמן שראש הממשלה בנימין נתניהו עסוק בלהסית נגד היועץ המשפטי לממשלה המתכוון להודיע על העמדתו לדין עוד לפני הבחירות, חברי מפלגתו הליכוד מתחייבים לקבור את רעיון שתי המדינות לשני עמים ולקדם את סיפוח השטחים. כלומר, מה שנחשב עד לפני ארבע שנים, ערב בחירות 2015, לרעיון עוועים שרק פעילי ימין קיצוני השתעשעו במימושו, הופך כעת לזרם מרכזי במפלגת הליכוד.

כך למשל שר התיירות יריב לוין אומר את הדברים בביטחון רב [5 בפברואר]: "החלת הריבונות הישראלית בכל רחבי ארץ ישראל היא בעיני לא שאלה של אם אלא איך עושים את זה ומתי מגיעים לזה. בעיני זה צריך להתחיל מהחלה של חוקים שיש להם רלוונטיות נקודתית לא רק על התושבים עצמם, אלא גם על השטח". החלתם בשטחים של חוקי המדינה בעניינים אזרחיים כבר הובטחה ע"י שרת המשפטים איילת שקד לפני שנה [ינואר 2018]. "אנחנו מתכוונים לנרמל את החיים ביהודה ושומרון", היא אמרה אז, "אנחנו מצויים בשטח, אין אף מדינה נכבשת שמבקשת לקבל לידיה בחזרה את השטח הכבוש".

את השר לוין, כמו ח"כים ושרים נוספים מהליכוד (וממפלגות אחרות), גייסה לעניין סיפוח השטחים תנועת "ריבונות" שהקימו פעילות הימין יהודית קצובר תושבת קריית ארבע ונדיה מטר תושבת אפרת. השתיים עומדות בראש תנועת "נשים בירוק" שהוקמה ב-1993 סמוך לחתימה על הסכם אוסלו. השם ניתן להן משום שחבשו כובעים ירוקים ודרשו שישראל לא תשוב לקו הירוק. עכשיו נדמה שאיש כבר לא מעלה על דעתו לחזור לקו הירוק. באמצעות "ריבונות" מבקשות שתי הנשים למנף את הצלחת הימין בישראל כדי למנוע כל הסדר מדיני עם הפלסטינים, ודורשות "סיפוח עכשיו".

התנועה הוקמה אמנם עוד ב-2010, אבל כעת לקראת הבחירות לכנסת ה-21 היא הגבירה הילוך ומגייסת גם את חברי תנועת הליכוד ל"משימה". ההתמקדות בליכוד ברורה – מדובר במפלגת השלטון שעפ"י כל הסקרים צפויה להרכיב את הממשלה הבאה. מפלגות מימינו של הליכוד כמו הימין החדש או הבית היהודי אין צורך לשכנע. יותר מכך, השרה שקד כבר עשתה צעדי סיפוח ראשונים כאשר קידמה החלטה המחילה כל חקיקה ממשלתית גם על שטחי יהודה ושומרון.

תנועת ריבונות זוכה לתמיכת הקרן המרכזית לישראל שהוקמה ע"י הדסה מרכוס בניו יורק ב-1975. מטרתה הייתה לסייע למשפחות נזקקות בישראל ולתרום לבתי כנסת, אבל מאז שנחתם הסכם אוסלו הזרימה הקרן מיליוני דולרים למפעל ההתנחלויות, לרבות לתנועת נשים בירוק ולתנועת ריבונות. בעבר הסתפקו נשים בירוק בהפגנות ובהפצת מסר לציבור הישראלי להתנגד לכל פשרה מדינית בשטחים ונגד נסיגה לקווי 67', אבל עכשיו מטר וקצובר מגייסות את מקבלי ההחלטות בכנסת ובממשלה כדי לקבוע עובדות בשטח.

פעילות ריבונות מתמקדת בינתיים ביצירת לובי של שתדלנים. אנשי התנועה פועלים במפלגת השלטון, בהפצת כתב עת, בהפעלת אתר אינטרנט ובפעילות ממומנת ברשתות החברתיות. בהשפעתה של התנועה הצביע מרכז הליכוד כבר לפני כשנה [דצמבר 2017] בעד החלת ריבונות ישראלית על כל שטחי יהודה שומרון ובקעת הירדן. זו מסתבר הייתה רק ההתחלה. עכשיו המאמץ מושקע בחברי הליכוד, החפצים כמו ראש הממשלה נתניהו בתמיכת מצביעי ימין.

השבוע [12 בפברואר] פרסמה תנועת ריבונות סרטון הקורא להחלת ריבונות על השטחים. "קודם כל מסירים מהשולחן את רעיון המדינה הפלסטינית", אומר בסרטון שר המדע והחלל אופיר אקוניס, "דבר שני, אנחנו צריכים לקבל החלטות אמיצות, קשות, מאתגרות ולא פשוטות מול הקהילייה הבינלאומית. בראש ובראשונה להחיל את הריבונות על שטחי סי". לדבריו, בשטחים האלה יש רוב ישראלי ויהודי ברור. אקוניס לא פירט מה יהיה השלב הבא אחרי סיפוח שטח סי, אבל השרה גילה גמליאל עדכנה כי יש להחיל את החוק הישראלי על כל שטחי יהודה ושומרון.

שרת התרבות מירי רגב לא נשארה מאחור. "בין הים לנהר יש מקום רק למדינת לאום אחת , ישראל", היא אמרה, "ולכן הזכויות הלאומיות על השטח כולו הן רק של עם ישראל".

מבחינתן של מטר וקצובר, מדובר בהצלחה גדולה. שרים בכירים בממשלת ישראל לא מסתירים את כוונותיהם האמיתיות – סיפוח שטחי סי בתור התחלה ובהמשך, כך לשיטתה של רגב, יהיה אפשר להתחיל לחלום על כל השטח מהים ועד הנהר.

האלוף במיל' דני רוטשילד, לשעבר מתאם הפעולות בשטחים והיום חבר בתנועת מפקדים למען שלום, צייץ השבוע שההתחייבויות שתנועת ריבונות מחלצת מנבחרי הציבור היא מכבסת מילים. "משמעות הסיפוח - הכנסה של 2.6 מיליון פלסטינים אל תוך מדינת ישראל והפיכתה למדינה דו-לאומית", הוא פסק.

וכך, בשעה שישראל ממתינה להחלטת היועץ המשפטי לממשלה ותוהה האם בני גנץ הוא איש שמאל, מרכז או ימין, המתנחלים כובשים עוד חלקה בדרך לסיפוח השטחים וקביעת עתידה של ישראל לדורי דורות.

Likud's Mainstreaming of West Bank annexation

Annexing West Bank territory to Israel was once considered a far-fetched and even crazy idea in the Likud, but the idea is now being publicly advocated by party members.

The current election campaign in Israel has thus far focused on embarrassing and even pathetic attempts to classify every party and candidate on a right-left platform, where even those defined as "leftists" do not suggest a diplomatic solution to the conflict with the Palestinians. At a time when Prime Minister Benjamin Netanyahu is busy inciting against Attorney General Avichai Mandelblit, who before the election intends to announce his decision on whether to indict Netanyahu for corruption, members of his Likud are committing to burying the two states for two people concept in favor of advancing the annexation of the West Bank. That is, what four years ago, on the eve of the 2015 election, was considered a crazy idea that only right-wing extremists toyed with has become mainstream in the Likud.

Thus on Feb. 5 Tourism Minister Yariv Levin said the following with great confidence: "The application of Israeli sovereignty over all of the Land of Israel is in my eyes not a question of if but how we do it and when we get to it. In my view, it should start with applying laws that have specific relevance not only for the residents themselves, but also for the territory."

In fact, Justice Minister Ayelet Shaked had already promised to apply state laws in civil matters on the West Bank, in January 2018. "We intend to normalize life in Judea and Samaria [West Bank]," she had said. "We are in the territory. There's no occupied state that seeks to regain the occupied land."

Levin, like other Knesset members and ministers from the Likud (and other parties), have been recruited for the cause of annexing West Bank territories by the Sovereignty Movement, founded in 2010 by the right-wing activists Yehudit Katzover, of the Kiryat Arba settlement, and Nadia Matar, of Efrat, in the Etzion settlement bloc. The two also head a movement called Women in Green, which was established in 1993 following the signing of the Oslo Accords. The movement's popular name stems from its followers wearing green hats and demanding that Israel not return to the Green Line (border demarcation).

Today it seems that no one is even considering returning to the Green Line. With the Sovereignty Movement, Katzover and Matar seek to leverage the success of the right in Israel in order to head off any diplomatic arrangement with the Palestinians and to demand "annexation now." During the lead-up to elections for the 21st Knesset, the movement is ratcheting up a gear, recruiting Likud members for its "mission" as they seek the support of right-wing voters.

The rationale for the movement's focus on the Likud is clear: The Likud is currently the ruling party, and according to the polls, is also expected to form the next government. In addition, the parties to the right of the Likud — such as the New Right and HaBayit HaYehudi — do not need to be convinced. Even more so, HaBayit HaYehudi's Shaked took the first steps toward annexation when she advanced a government decision that applies Israeli government legislation to the territories of the West Bank as well.

The Sovereignty Movement has obtained the support of the Central Fund of Israel, founded in 1975 by Hadassah Marcus in New York. The fund's original goal was to assist needy families in Israel and donate to synagogues, but since the Oslo Accords, it has given millions of dollars to the settlement enterprise, including to Women in Green and the Sovereignty Movement.

In the past, Women in Green had made do with protests and with spreading the message to the Israeli public to oppose any diplomatic compromise on the territories and withdrawal to the 1967 lines. Today, Matar and Katzover are recruiting decision makers in the Knesset and the government to establish facts on the ground.

The Sovereignty Movement is currently focused on creating a lobby in the Knesset. Its activists are working the ruling party, distributing a journal running a website and promoting paid content on social media. The movement's influence played a role in Likud's Central Committee voting in December 2017 in favor of a non-binding decision imposing Israeli sovereignty on Israeli-controlled territories of the West Bank, including the Jordan Valley. This, it turns out, was just the beginning.

The Sovereignty Movement posted a video on Feb. 12 calling for imposing Israeli sovereignty on the West Bank territories. "First of all, we get the idea of a Palestinian state off the table," says Science and Space Minister Ofir Akunis in the video. "Second, we need to make brave, difficult, challenging decisions that aren't simple when facing the international community. First of all, we must impose sovereignty on West Bank Area C." According to him, on the land designated Area C, under Israeli civil and security control, there is a clear Israeli and Jewish majority.

Akunis does not explain what would follow the annexation of Area C territory, but Social Equality Minister Gila Gamliel claims in the video that Israeli law must be applied to all of Judea and Samaria. Culture Minister Miri Regev, not to be left behind, says, "Between the Mediterranean and the Jordan, there is room for only one nation-state, the State of Israel. Therefore, national rights in these regions belong exclusively to the Jewish nation."

As far as Katzover and Matar are concerned, this represents a great success. Senior ministers in the Israeli government are not hiding their real intentions — the annexation of Area C territory to start, and later, according to Regev, it will be possible to start to dream about all the land from the Mediterranean to the Jordan.

Gen. (res.) Danny Rothchild, a former head of Israel's Coordination of Government Activities in the Territories and a current member of the Officers for Peace movement, tweeted on Feb. 13 that the commitment the Sovereignty Movement is extracting from public officials amounts to whitewashing. "The significance of annexation is the incorporation of 2.6 million Palestinians into the State of Israel and turning it into a binational state," he asserted.

Thus, while Israel awaits the decision of its attorney general and wonders whether Benny Gantz, leader of Israel Resilience, stands on the left, center or right, the settlers are gaining ground on the road to the annexation of the West Bank and to determining the future of Israel for generations to come.

Shlomi Eldar is a columnist for Al-Monitor's Israel Pulse.
